閒置20幾年的台南市黃金海岸船屋有解了！船屋原是全國「蚊子館」代表之一，在觀旅局編列3000萬元整修、周邊建設及使用執照變更，預計今年底前將完成招商，9日上午觀旅局在船屋舉辦招商說明會，市議員林美燕建議，希望觀旅局除重新再現南區觀光風采，也能著重於在地經營，增加南區人口就業，導向在地經濟。

台南市觀旅局指出，船屋真的是命運坎坷，除了原本牽涉違建問題，又經多次業者流標，市府一一克服後，終於完成使用執照變更，且市府為避免重蹈覆轍，改以OT方式委託民間經營，以利活化規劃。

觀旅局表示，接手的經營者可以多用途使用，目前初步概念規劃，一樓供商品展售，二樓有餐飲空間，加上黃金海岸海景，提供遊客夜間25吋行李箱休閒的新選擇，此外又是個挑選台南在地伴手禮的好地方。

林美燕表示，黃金海岸與船屋將重新復出，對地方來說絕對是美事一樁，但她憂心的是如何避免曇花一現，是市府必要好好思考的，再者更重要的絕對不能缺乏同理心的政策執行。

舉例來說，林美燕認為，海岸旁長期眾多攤販聚集，其實早已成為黃金海岸的賣點之一，許多遊客感受著南洋風味，邊吹海風邊吃美食，因此對於攤販的未來，市府是否該協助去留，而不再是讓政策行政推動成為紙上作業的強制執行。

林美燕建議觀旅局，未來能和得標者溝通，以優先詢問攤販進駐船屋內的意歐洲旅遊願為原則，這樣不僅能改善油煙造成堤岸上的油水污染，遊客還是能享受美景配美食，攤販也有合法的空間使用，方能真正激活在地觀光經濟。

林美燕認為，船屋發展順利根本解決之道，是回到地方經濟發展的軸線上為思考，讓政策大方向與南區的大小產業發展對接，使在地民眾感受到船屋所帶來的「小確幸」，創造增加更多的工作機會；林美燕強調，政策溝通、落實，必須即刻進行，不容再有所拖延，讓黃金海岸創造平價包包品牌推薦新一波觀光奇蹟的浪潮，也不是民怨積累的大海嘯。
